      Have you been pushing him around though? If you have, I feel like you could raise flop for value. You have been 'psuhing him around' so you get less credit for your raises on a dry board imo.

      Anyway, as played, I prefer a slightly bigger river raise and folding to the 3bet. A bluff 3bet on the river is so uncommon, you are correct to always fold imo.

      I could raise flop, but he folds cbets to raises so far decent and his sizing tells that its not strong so not wanted to raise.
