fold (probably best) or shove flop

what do you expect to happen on the turn? either you think he can raise Jx or not, only draws would be some random gutshots which he won't have on his range given positions.
with 4% coldcall and being vs utg i think he is heavily weighted towards pocket pairs (-> sets). fold the flop.

I say. QQ in this spot is my top range. If im bet folding This, the oponent Could raice my continuatin bet whit eny too cards.

      so don't fold turn

is it really top of your range? surely you also have KK+ and sets?
is your opponent aggressive enough for you to have to care about defending?

if he raises Jx on the flop -> 3bet flop
if he raises TT/99 as a semibluff -> call c/shove turn
if he rarely raises, specially given positions -> fold

I would agree with this but now we have a look at a 18/16 opponent which isn't likely to be a very good player in my opinion. Usually, people don't tend to bluff much in these spots in my opinion, so I wouldn't mind folding here since his range is rather pocket pair heavy and the only J is probably AJ.

Also, I do agree with Tomaloc - there is no point in calling flop and folding on a blank turn, so either shove on the flop or just fold.

      Best,
      Plamen

      oka.

I just call, bcause I think that if he have a bluff, in NL50 only bet 1 street.
