Should I fold to his reraise on the river? Only overpair is obviously too weak to this wet board...

Preflop: General rule of thumb - Raise to 4BB + 1BB per limper at lower limits. I do not really see any reason for you to deviate from this raise size so I would raise to $0.60 here. If you make your raise sizes too small, you will often end up in multi-way pots which is usually a bad thing when you are the Preflop raiser. With a strong hand, you tend to lose more often. With a weaker hand, it's tougher to bluff with multiple opponents in the hand.

Flop: The 4way situation was a result of your small iso-raise size. Now it's tough to play 4way. I would bet 60% pot though and fold to a raise.

Turn: Same applies for the Turn.

River: I would shove a blank river for value vs this fish. Now all draws got there so you should check/fold.

I noticed you are often block betting the River when the board turns ugly. You are not achieving anything with these bets as you are an underdog vs your opponent's range and you cannot bet for value and you also cannot really bluff out better hands so you are just putting more extra money into the pot as an underdog.

And when you get raised, I think you are toast here most of the time but you call the raise anyway. Maybe you thought that you induced a bluff raise with your weak looking bet? Don't level yourself in such situations, just give up because he would usually check behind worse made hands and his betting range on the River is usually straights or sets and maybe some two pairs.

You meant 0.30 USD preflop 4 BB + 2 BB?
