Pre Flop: (pot: 1.5 BB) Hero has K:spade: Q:spade:

UTG raises to 3 BB, CO calls 3 BB, Hero raises to 12 BB, fold, fold, fold, CO calls 9 BB

CO checks, Hero bets 15 BB, CO raises to 33 BB, fold

should I cbet here? If I check behind he would surely bet turn and I fold sometimes better hand. Probably a bad spot to cbet since PP calls, and Ax calls.

You cna cbet here with outs and bluff outs.. K, Q and spades are good barrel outs plus you can also barrel J.. If you get called by weak and wide range you can just barrel more often. You also make him fold enough random free cards to make it +EV here to cbet imo.
