      SB was 45/31/5 over 66. Postflop Agg% - 43; WTSD - 55.
      BU was a recreational player - 20/6/15 over 54.

Stealing. I don't mind playing against the BU OoP.

      Value betting.

His small bet seems like a Qx or a FD. Don't want to raise as I would isolate myself vs stronger hands.
Or would I get more value from AQ/KQ/Acx by raising?

Doesn't change much. His bet is bigger though indicating value hand.
However, it is possible he value bets KQ/AQ this way. Also, he is aggressive so bluffs are also possible.
I think calling on the river is fine.

      Preflop: Very standard open here.

Flop: Ok the bet is reasonable.

Turn: You improve which is great, he leads out. He would have a flush a good amount of the time but remember that you are getting great pot odds to call.

River: He bets slightly larger now which makes me slightly concerned but I think your hand is way too strong to fold here. Just call and hope you are good, I think you are good here at least 30% of the time which is more than enough to make a call.
