      BB: $5.16 (258 bb)
      CO: $2.27 (113.5 bb)
      BTN: $2.75 (137.5 bb)

Preflop: Hero is SB with J J
CO raises to $0.06, BTN folds, Hero calls $0.05, BB folds

      Flop: ($0.14) 8 5 8 (2 players)
Hero checks, CO bets $0.09, Hero raises to $0.26, CO folds

      $0.32 pot ($0.02 rake)
      Final Board: 8 5 8
      Hero mucked J J and won $0.30 ($0.15 net)
CO mucked and lost (-$0.15 net)

Villain is 24/19 over 98 hands.

I did not realize there were two players sitting out, so I thought this was a UTG raise

Would I have realized this was a CO open, I would have 3bet this.

As played though, what's the best line here? I went for the check/raise for value against smaller pairs I guess, but not sure it's the best line. There's just quite a lot of bad cards that could fall on the turn. Any A, K or Q could be bad, but so could a 4 or 9. The plan was to fold to a 3bet.

So as you pointed out, this should be a 3bet preflop.

Readless I would just check/call the flop here.
Usually, regs on these stakes do tend to just play straight forward so what this means is that we are usually going to end up folding his weaker pairs and only isolating ourselves against his top range - 99+, 8x/55.

Another advantage of calling is that he could easily continue bluffing the turn or bet a worse made hand such as 77 or A5 for example.
