      Villain is 23/19 over 98 hands, 6% 3bet over 50 hands.

There had been a decent amount of 3betting at the table, not necessarily by this guy. So I decided to 4bet mostly due to table dynamics, but I feel like it might not have been the right play...

When is making this play good, and when is it bad? Against which players can we 4bet/fold this (I highly doubt there's many players against which we can play 4bet/broke with 99), and against which players should we just fold this? And when do we just call the 3bet?

Just to be clear, if you want to 4bet bluff you should rather pick up hands that you can't really call with.
So, with the 99 here we can call and play IP. If you however do not feel comfortable calling those, I would just fold here as there are better hands to 4bet with - Ax/Kx hands.
