MP is a limping fish and UTG is a limper aswell. I think I can raise this for small value since they're so easy to play against postflop and i'm in position. On the flop I raise to protect my 2pair and I want to check the strength of their hands. When I played this hand, I folded because I thought I didn't have equity. But can somebody verify this?

      I had to call 42BB
The pot is already 176,5BB, so I get odds of 4,2:1

To get my full house, I can hit 2 tens, 2 jacks, 3 nines or 7 outs. If I neglect the money he has left over and bets on the turn, I have equity from flop through river or 7*4 = 28% or about 3,57:1

So according to this, I can call?
But there's also the possibility that he has a set and can get a better full house than me. What do I do?

      Hey MarliesB,

You don't have value preflop. JTo is not a value hand. However isolating is still fine since you expect to have a postflop edge and sometimes preflop fold equity.

Flop raise is fine. Small sizing is fine. Even 20bb is fine. After UTG check/3bets the relative strength of your hand is pretty bad and folding is totally fine. You will be up against sets and made straights a ton.
