      Call preflop is fine. Whether to 3bet or not depends on your opponent and how you are perceived, also who are in the blinds.

      Regarding the river, it looks like a raise or fold. I know, we cannot rep TOO much but we can rep some things plus we know he has Ax usually which just wants some nice thin value from our Kx. You have blockers for KK and AK so you might consider shoving in. Unless you think he makes such small bets with sets from flop to river, you are putting max pressure on a capped range.

      There's also the possibility of raising flop for value when he bets so small. It's unlikely he has a very good hand but it's likely he wants to see another card with his midpair or flushdraw.
