      UTG is a multitabler (4+) and I think likely a reg (how do I spot regs/good players?)
      CO is a 1- or 2-tabler and probably reacreational with his short stack.

      When I hit the straight (I believe they call it the wheel?), should I bet small for value or big as a bluff? I feel like it's impossible that he played 66 this way (or is it?) and that perhaps some pocketpairs can call.

      Well regs are people that play frequently and we usually have a big sample on them.
      Fortunately, regs are not always good players and at these stakes regs have many leaks which we can try to exploit.

      I think we could go with a flop cbet here as we might make him fold some AK/AQ and we can bet several turns as well.

      As played, I am definitely betting the river for value.
