      I would raise river $9-all in

      i would make it 0.4 on the flop
      on the turn reads are important . what do you think is his limping range prefelop? can he limp kq , k6s , k9s , 96s ? you are behind just to a very tight range ( 99 , 66 , does he raises this preflop? )
      if you suspect he is decent player at this limit ( some solid tag ) then i like your line .
      if you suspect he is a bad player and he can limp the bad hands i mentioned before then go for the/check raise because he isnt geting away of anything at this point ( just a bluff ) and there are a lot of river cards that can kill action.
      btw . if you have reads or stats of the villains pls post them i can try to give a more situational aproach , not just a general one .
