      I would reraise villain on the flop. Turn looks bad, utg limper with c/r on flop and turn brings another 9. I guess this really depends on reads, if the villain looks like solid player then fold, he probably c/r you with top pair, two pair or set or maybe some strong draw. If you think he is capable of c/r flop and raising turn with only fd, sd or lower pp then call. But I would guess the villain has something like 98,T9, A9. Then his c/r on flop and raise on turn would make sense.

      taking into account the preflop action i am inclined to fold this on the flop .
      he is limp/ calling and check/raising . this is a very strong line that most of the players at this limit get with their strong hands . at nl 10 usualy when people want this kind of action have a strong range . in the best case i think you are against a strong draw where you dont have too good equity . calling is ok ( with the 2nd nut flush draw) but i think folding is better here .
      if you have history with him and know that he can do this with with hands like a9 of course is good to get the money in on the flop
      as played i would call turn and fold river if he bets again
