      UTG+1 raises to $0.20, 5 folds,

Here UTG min-raises. Should I simply 3-bet him? What to do if he reraises me? A min-raise UTG could be a slowplay of AA or KK...

Min-raises are supposed to bne considered limpers... so yeah, just raise as if he had normally limped. He COULD be slow playing AA or KK, but most probably he simply has a shitty game.

I think you should just follow the standard game play as if he had simply limped ;)
