      i think you have to bet the turn here
      if he had a J he probably would have raised the flop, and his weak check on flop and turn screams flush draw. The chances he has 4/6 is pretty slim, so you cant give him that free card on the turn. Just a call on the river is fine as the flush draw does hit.

      your probably right, he could have 89, FD, if he had 88-TT he might fold on turn aswell.

      I would bet turn, since you have fold equity against better hands, like 88, 99 and if he calls then you can take free river card if you don´t improve.
      I would raise river to 3$. It is likely that you have the best hand and he would call re-raise with Ax.
