stats of BU: 16/11/1.3 over 70 hands

Is it ok to call here preflop because of the pot odds and BU's wide range?

And on the turn is it better to play c/f (in this case call/fold because of that ridiculous small bet)?

I dont see him raising draws and weaker Jx here.

If BU-s have wide range then I prefer squeeze rather than call oop.
I think that you should rather raise turn to 5$- that shows a lot of strenth and BU would probably squeeze a wide range to small turn bet.
