      If he is real bad, you can bet the river also, but standard line is the check behind I guess, you rarely get three streets of value from a worse hand here.

      checking behind is fine because there arent to many hands in his range he would call a value bet on river
      you can try a small value bet to squeeze some more value from a hand like 88 tt , 89s , t9s but if you dont have history with him checking behind has more value because you can look at his hand and take a note about what is he double barreling on that board
