      I would raise flop. Lots of cards i dont want to see on turn. If he comes over the top - i fold.

      Comparing to 99+ you´re still behind.
      You should raise flop, since his c-bet is very small.
      I would just call turn, since he could easily have here overpair and not sure if he fold that to your raise.
      Raising is also fine, if you put him on flushdraw or if you think that he can b/f there with overpair.
