This opponent was playing 67/0/2.3 with a fold to conti of 50%. These donk bets have almost no meaning most of the time, but how much should the raise be when faced with this? I thought the double barrell would have a high success rate on such a low board, but I would think the turn bet would be either shoved over or folded to, so I have no idea what the call means. How do you play against someone who does this with nothing? Is he playing his cards, playing me, or just randomly betting and calling?

HIs hand range is quite large, so barreling turn is fine, if you know that opponent could fold something.
There is also an option checking behind and calling most of his river bets, since sometimes you´re ahead and if not then you can see how he plays his hands- also that gives him impression that you´re donk who would raise with nothing and call river with K high.
