Villain was 28/17/inf over ~20 hands, I'd seen him showdown some weird stuff, but this was his first 3 bet. his check on the flop threw me off and I didn't know what to do from there. I guess against a somewhat unknown I should have bet 2/3 to pot size on the flop and folded to his shove, or just shoved pre-flop, any other thoughts?

I would 4-bet to 8-9$ and get it all-in pf.
Player is aggressive and he might shove with worse hands and against JJ+, AK, you´re not that much behind.
I would take a stab ont hat pot with 5$ bet, he would often c/f here and no reason to think that he is going c/c or c/r.
I think you should olf river, he would not turn his hand into bluff.
