      Hard spot.

      You can't really put him on a range, as he could have two pairs with 4T ect.. So you should pay attention to what he re-raise players with.

      I bet 2$ on flop, and call him down.

      The problem is his VPIP - he can have any 2, that means he can have any 2 pair from the board. I fhe is usually passive I fold on the turn, if he is kinda passive but sometimes a bit aggro I call turn and fold the river unimproved against a strong bet. If he is aggro all day I call him down. Don't like raising though.
