In your spot I would raise it preflop to isolate the limper. KQ is a strong hand and plays well in raised pots, even oop

As played bet more on the flop, 2/3 is not enough on such a drawy board, you need to protect your hand from straight and flush draws.

The turn card is awful, it completes a lot of draws, it also makes some more flushdraws possible. I guess I wouldn't bet into such a board, I prefer check/folding or check/calling.

it's hard to tell something good about hand when u do not provide information about opp.
Preflop:radyan111 is right should make isolation raise.Rarely you can call when you know that opp limping good hands in UTG.Against short stack I'd raise most of the time.
On flop drawy board ,I'd bet pot size.
On turn against full stack b/f ,maybe c against aggressive habitual bluffer.Vs shortstack i think sometimes you can push ,but should know his range and know if you have FE.
On river situation is very bad ,most draws is completed. You can win only against busted :spade: draw,KJ,KT,some pp.If I can have FE against opp with not very loose range I'd block bet/f sometimes, against unknown, loose c/f,I'd call only well known bluffer.Against shortstack+such board c/f most of the time.
      Good luck. :)

      whats utgs stacksize here ?
      i would bet pot flop
i would bet / fold turn
depending to stacksize i put him all in or i check fold river because i dont see him valuebeting worse on that board but i see him call with worse so if hes short stack shove otherwise check/fold
