      I decide to shove on safe turn vs this opponent, is it ok? His WTS is so small tho, does it influence our decision here?

      reraise/call shove on the flop would be better, for value.

      I prefer this over call flop and c/r blank turn because you get more value from draws on the flop and you are OOP, he could check the turn behind.
