      Fold preflop, you dont want to play oop the whole hand with T9o vs fish who seems aggro postflop (2.4 af according to 89vpip = AGGRO).

      Whats with the minraise on flop???
      Either bet out the flop or check/call.
      Turn check/call.
      River blockbet/ 40% pot.

      I think that completing is fine if you think that you´re better player than other players.
      I´d bet 0,5$ on that flop, instead of c/r, and if you c/r, don´t min-raise.
      Turn is fine, but on the river you could bet 3$/fold to raise or c/f to potsize bet.
