      It's an easy call for me, standard set value play. Why did you fold?

      3beting here is an overplay for me without a read. You have to give up if he raises again and if he just calls you're oop and you don't have an overpair value here in addition to a set value like with JJ or QQ.

      calling is fine with 99 here, you get good implieds for sets, and can win without a set fairly often, and reduce variance compared to 3betting.
      3betting is tricky against such a tight player, but BUvsCO isolation ranges are very loose, so i guess 3betting is fine, although you should look at his stats for LP and his ATS for some indication that he raises much looser from BU, so you have enough FE.
