      I feel like by the river my hand is a bluff catcher, he reps nothing that we beat here. The river 9 also completes a few draws.

      You need to tweak your approach to bluffcatching
      If you categorise your hands as a bluffcatcher and either call or fold all of them you open yourself up to huge mistakes

      He reps plenty of hands you beat, the sizing is good with busted draws, and also AA KK even AQ vs BB
      Yeah regs 3barrel bluff river around 20% of the time on average but they do bluff, and this is a board where he has a crapload of draw combos, gutters on the turn as well. (a lot of them hit, but 79s, AJ AK all missed )
      And this hand especially blocking TT QQ, no draws and being super high in your range (you'll be folding a lot of the backdoor straight draws vs 2/3 OTF)
      is just a must call

      Why not raising the turn? Is it to keep his bluffs in his range as well ? OOP i think raising turn is mandatory.
