      I don't really like to raise preflop OOP with A3s but of course it depends on opponents. On the turn i think the best play is to call because you had the nuts and he seems aggressive so most probably he would bet the river again and you could re-raise him or put him all-in there.

      He may have had outs on the river to a FH / 4 oak... its hard to see many players continuing on that turn without at least trips or a spade.

      Preflop: Marginal, playing A3s OOP it's kinda hard. I'd prefer to just complete. But raising is fine.
      Flop: OK.
      Turn: I'd prefer to just call down.
      River: Check/Shove, hoping him to bet again. Also hoping that the board doesn't pair.
