      Turn: 9 isn't really a scare card, but I assume you had some reason for betting here - maybe the opponent doesn't fold to cbets but folds on the turn, or something. Against unknown I wouldn't 2nd barrel that turn though.
      River: Obviously you hit it here and now you have to bet. Nh :)

      Id be wary if someone calls that dry flop. You are behind at this point. Usually its a set.
      He isnt folding to the 9 on the turn so I would just c/f
      On river Id bet TPTK vs a station but if hes a good player he prob has you beat here too, since I see a Q raising on flop or turn.

      Preflop: make it $0.60 because your OOP.
      Flop: Cbet is ok
      Turn: I won't 2nd barrel here without any reads on villain. On such a dry flop he can't call without a Q or a pocket which he isn't folding to a 9 on the turn most of the time. Just play c/f here.

      If he checks behind and the river is a K then I bet/fold the river.
