Hi I think we can fold river

I don't see which hand we can beat that he can raise flop with, except JJ and QQ.. maybe 77 and 99.

I am putting him on a full house or Tx, reason being that he raises flop on a very dry board. The only draws are gutshots and I don't see villain raising a gut shot. I did however hear that on NL50 some people like to bluff raise and so on if this is the case NH

Anyway I don't see myself folding either to often since his river bet is alright to call

Since board didn´t change for villain, then I´d bet turn for value, because he would call there with medium pp and he should raise there only with trips or boat.
So if I bet 15$ I don´t have to worry about river bet most of the times and can take free showdown.
And he would likely call my turn bet a lot of times with worse hands.
And sicne you most of the times would give up there it is good to balance betting with overpair to put player some pressure, that he would call there with pp-s.
