What hands co is representing raising on the turn?
He should 3-bet with KK/JJ. he should fold 44 wo your c.bet- so that leaves KJ or 88.
Next question: which hands he might raise besides to KJ or 88- that is hard to say- I think he´d likely just call with Kx and Jx hands and doubt he would raise there with QT. That leaves only pair+draw hands or combo draws.
Consider all that I think you can take there b/f line, because he ahs there a lot of times KJ or 88, but sometimes you can also bet/shove.

This is for what a phrase " hand evaluation" should be used for.

Why you think QT is unlikely? Because he would either call on turn or 3bet flop?

I think he might have played K Qh this way

Don´t think that player would raise turn with just oesd, because he should raise that hand on the flop or should clal again on the turn, because he is ip and he doesn´t think he has enough fold equity against Kx and better hand.
KQh is not that likely- he´d call that hand, rather he holds there pair+flushdraw.
