I think call is fine, although I´d likely put player on Ax hand and shove river for value

nah, hes a solid player 67 W$SD over 991 hands. Ive seen these tight regulars limp pp from UTG on FR tables many times. The only A they limp here is AK, and would prob go for pot control on turn since its prob I hit FD.

On river, he bets small and it could be:
      A - Blockbet
      B - Trap

A - Why is he playing like he has an A and then suddenly bets small on river? He doesnt play this way with a Q, I know that. So he either has a Flush or a hand better than an A, aka set.

B - I put him on a FH and just call with good odds. He wins a lot of showdowns(67%).

Then you should put him on 22 (don´t think he´d limp with AA/QQ or lead out on that flop with 88), also don´t see him limping too many times with suited cards at first position
But since he is so tight, then call is fine if you dot want to play there for stacks
