      I'm raising the flop, you need information.
      By playing passively and just calling you have know idea where do you stand in the hand.
      It looks like he want to go to SD with low costs so he is betting small bets himself.

      If you didn't raise the flop, raise the turn. his bet looks weak. looks like he had a small PP (66- ?). You might force even a bigger PP like 88 or 99 to lay it down by raising on the turn.

      Some more information on his donking tendencies would be useful. Never seen him donk before? Then I'm raising to end it right there and to avoid paying him off too hard on later streets. Does he donk frequently? Then I'm more prone to just calling him down like this for value against whatever he likes to donk :)
