      Both folding, calling and 3betting would be OK options, there is not much value in this hand.
      You can't find out either he's bluffing or no, you are playing against a range and should think in ranges.
      When you call the flop you should blockbet/fold or check/call(depends on opponent) small bet on blanks and just give up on many bad cards.

      I hate this spots too. Overpairs on flops like this are always hard to play. With JJ+ I would come over the top here. TT/99 are ugly because there are no more overpairs to get value from .
      I don`t like to call here because playing OOP on drawy board with initiative gone can`t be good. Half a deck is bad card to see on the turn in this position.I would also take the safe line and fold. If you do decide to call I think c/c a non heart and c/f on hearts.
