      I would bet more on that flop, it's a paired board, we're gonna get peeled quite light in position SBvsBB on that kind of flops. Plus if he decides to play back for some reason and raise us, he also has to pay more.

      On the turn the board texture hasn't changed, so with the same logic i would also bet more to get maximum value out of worse overpairs.

      On the river, this is a pure value raise, he was either slowplaying from the beginning or he hit the 9, you're toast either way. I don't see him do that with worse hands, and I see no reason for him to think he can make you fold whatever you just 3 barreled him with. Plus I think if he just wanted to mess with you BBvsSB he would have repoped you sooner. Given his stats he doesn't really strike me as the type of player that would do stuff like that anyway. I'm dumping the hand without worries.
