Hand converted with online hand converter:

      Play hand

      $0.05/$0.1 No-Limit Hold'em (8 handed)

      Known players:

      Preflop: Hero is MP1 with Q, Q.
UTG2 folds, Hero raises to $0.4, MP2 raises to $1.7, 5 folds, Hero calls $1.30.

      Flop: ($3.55) 9, Q, A (2 players)
Hero checks, MP2 bets $2.10, Hero raises to $13.78(All-In), MP2 folds, Hero gets uncalled bet back.

      Final Pot: $5.65.

Had no special reads on opponent. over 41 hands he was about 28/13/4.
What to do before the flop: my opinion here is, that I wont get called/pushed allin by weaker hands, if I 4bet here.
Flop is very good, only AA beats me. Is my checkraise OK ? Now I think it wasnt. He could have there KK (maybe than he wasnt ready to fire again, so didnt lose any value) but maybe AK and with AK he is second barreling quite definetly. Also here is nothing to protect.
So to conclude - is call better on flop?

all-in shove on the flop is imo too big, I´d c/r to 4,5$ hoping that he´d put me on bluff/flushdraw and shove with Ax/KK or call me down
if you think that he´d only call 4-bets with KK+, then imo you should 4-bet every single hand that you decided to open and he 3-bet.
