      Raise the flop imo, there's such a load of bad cards that can still hit the board. I'd try to get it in on the flop. If he has the straight you still have 10 outs.

      Raise flop to protect your hand, like Mstlc said you don't want to see A,K,9 or an 8 on later streets so you should try to get it in right here.
      Even if he happen to have a str. (which is unlikely, since he would probably reraise fp with AK so it's only leave 9K which is also unlikely) you can still boat up. So raise it to 3$ and call a shove. If he calls shove turn.
