Hand converted with online PokerStrategy.com hand converter:

      Play hand

      $0.05/$0.1 No-Limit Hold'em (9 handed)

      Known players:
      BB:
      $4.65
      MP2:
      $2.85
      MP3:
      $8.01
      CO:
      $7.82
      BU:
      $11.32
      SB(Hero):
      $21.44

Preflop: Hero is SB with 7, 7.
3 folds, BU raises to $0.40, Hero calls $0.35, BB folds.

      Flop: ($0.9) 5, 5, 3 (5 players)
Hero checks, BU bets $0.50, Hero raises to $1.50, BU raises to $4.50, Hero folds.

      Final Pot: $7.4.

Is this play ok. My raise was half value/half bluff to get him fold or pay for any hand that has 6 outs against me.
and fold to his raise is best play here ?
Opponent was with fishy tendencies. Had Af 2

If you c/r that board you´re representing 5x or 33. Since there couldn´t be so many 5x or 33 hands in your range then good players are usually quite suspicous and would either 3-bet with air or call down with better hands
So in general I don´t like c/r on that board against good players. If you do that then you should shove on the flop.
I think c/c flop, likely c/c turn and c/f river is ok line against most players.
And since it sucks being oop you can also 3-bet pf if they have high enough steal %.
