      - When he raises pf, he might be stealing the dead money, although he isnt to aggro so he prob has 99-AA.
      - On flop I call ip because of my outs and to try and float on turn.
      - On turn he keeps going even though he isnt aggro and since I have KQ I put him on AA and fold without my OC outs.

      Is this the best way to play this hand vs this opp?

      I think your play is fine. When he barrels the turn, then likely fold is better than call.
      And since he is so tight, then raising on the flop would also get you all sort of trouble if he decides to shove, so I also like flop call.
