      no, he might be bluffing (at least he thinks so) with some small PP or 7x 3x ...
      And it is quite possible that he has some valuehand.

      I dont like the preflop raise, isolating a limper CO with a hand like A8 is never going to leave you comfortable postflop even if you hit. I just fold this hand. Against bigger fishes I have good reads on I might isolate this from the button making sure I have absolute position.
      If you raise, make it 4+1bb as normal, 0.5 in this case.

      Postflop the c-bet is OK because this board very seldom hits their range and doesn't allow for many draws except 98. River is an easy fold of course, because even if he's bluffing he might be bluffing with a better hand ;)
