      Preflop: I rather raise it up to get the initiative when I'm playing small PP rather then limp/call.

      As Played:

      Like you said, you have him beat anyway so when you bet you will only get him fold worser hands. I don't think he evens aware to out you are representing, he only thinks about his hand. pure "level1" thinking.
      If he does have two over cards he only has 6 outs so you don't have to protect that much. I'd c/c turn and non face card/ace river if I put him on two OC. The problem with that line is that they'll have OP from time to time and we have to check it down if our hand is any good.
