Since you are reraised by a shortstacker preflop , you probably don't have enough equity with TT. But since your starting stack is just 17BB you get very good pot ods but they are probably not enough. You have 33% against JJ+,AK whic is reasonable and you would need 37% for breakeven. If you have reasons to think he can reraise you looser than that, then the Push becomes profitable.

It's better to shove directly if you choose to reraise.

Folding on the flop is out of the question since you get to good pot ods.

You likely don't have enough EQ against this SS 3bet to go broke here (he normally 3bet JJ+ AK) and if you DO want to go broke just push preflop after his 3bet.

Since CO posted his bigblind, we see him as a limper as well first of all I make it $0.5 to go

Furthermore we observe a shortstacker min3betting us. Normal PS shortstackers will shove as a 3bet so we can assume that he is not a PS shortstacker or at least a very bad one

So he might hold a looser range than ak+,jj+. As described by the strategy you have to go all-in preflop with AK+,TT+

As a shortstack, you can never call/limp, it is either Shove/Raise or Fold
