How do you recognize fish?

      Reading forum, watching videos etc I find more than once that some players are called fish. Of course I understand this means their play is poor, still I have a question: how do you know someone is a fish? Because he raises pf and then folds, or folds to sizable bets, or plays every hand or what?

      This question becomes even more interesting when I see some players, who are used to call others fish, constantly lose money to them. Makes me think so who's a real fish then?

      Also, since I use Poker Tracker, it would be very helpful if someone could share a setup to detect fishes (ie what pfr, vpip etc are considered to be fishy), so I could start doing some profiling.
