      on the flop I thought that he knows I rarelly hit this dry low flop so he raises and I think its standard call?

      what do you do on the turn? as he checks to me is it standard to bet? Or maybe check for pot control? as he cheks to me I assumed that he surrender and I didn't want to give him any cards by checking buut on the other hand the pot on the turn is big and Im not sure about my hand.

      I'd bet/call the flop because it's BBvsBU and probably check back the turn planning to call any reasonable river bet on non-club cards as a bluff-catching/pot-control line.

      People minraising the flop usually have bluffs, the nuts or some draw. If he has a bluff he'll fold to a turn bet, if he has the nuts he'll raise again, if he has some draw who knows what he'll do. I'd rather see the river then start guessing on what he'll minraise me again with on the turn, TPTK will still likely be good on most rivers.
