      Hard to say really it mostly depends on what you think he'd peel your c-bet with. The more crappy overcards hands he has the more you can bet again. Without reads i just wouldn't bother on that 9 turn, you can't even be sure he'll fold another A on a double paired board and he might very well have had 9x all along. Just c/f and look for better reads / better spots.
