      with out any reads it's fine since I don't see worser hands who will call a turn bet.

      21/13 is quite the gap for a taggish guy over 444 hands, makes me think his fold to 3bet is probably lower than you would expect. Since he never folded to a c-bet in 3bet pots until know it's possible for your QQ to still be best on the turn, but as maya1984 said you'll rarely get called by worse at that point.

      You can however check/call and reevaluate the river provided you know a few things about that player's ranges. The more he calls preflop and float the flop, the less he has Ax on the turn. If he happens to fire a high % of the time when checked to, you can catch him with enough worse hands/semibluffs to warrant you fighting for this pot. I'd call one bet myself, maybe two depending on timing and the river card.
