Hard to say without reads, he seems both bad and aggressive.

If he's also loose and you've seen him make this min3bet a few times already i think there is a decent chance you have the best hand on the flop. You mostly want to know what he'll do on the turn if you check it back, and what he will do if you c-bet. If he's aggressive enough to pot the turn with anything when you show weakness and you don't feel like calling down huge bets with AK-high then c-betting is probably better. If however he's so aggressive that he might just jam anything over a c-bet, then you're better off checking behind and calling a turn bet not to be forced to fold right on the flop.

If he's rather tight there is a better chance that you're behind a pocket pair on the flop, and the question becomes whether you feel you can take him off it with one or two bets. Since he's bad i don't think trying to get him off anything is good on such an innocuous board, but if you think otherwise than just c-bet half pot on the flop and shove the turn if he just calls.

      Hope it helps.
