      Against an unknown i'll just assume he's bluffing with crap or playing 9x very fast and call him down even if he continues to fire.

      As played when he checks to you bet the turn for value against 9x and other random holdings he bluff-raised you with, each of them still has outs against you.

      As played river is close since you're almost bluffing by representing the A against players who cannot hand read well. Betting smallish is probably fine as he might still call you with 9x, especially if you think he'd bet out himself with Ax in which case you're almost always ahead so betting can't hurt unless he bluff-raises rivers.
