Preflop: Hero is BB with 7, 7.
      MP2 calls $0.50, 4 folds, Hero raises to $2.50, MP2 calls $2.00.

      Flop: ($5.25) 5, 8, J (2 players)
      Hero bets $3.75, MP2 calls $3.75.

      Turn: ($12.75) 4 (2 players)
Hero bets $7.75, MP2 raises to $15.50, Hero folds, MP2 gets uncalled bet back.

Should I cbet flops like this OOP ? If I do I should also 2nd barrel right ?

you don´t have to raise 77 being oop against loose player who would often limp/call and won´t fold his hands
I would likely prefer c/c turn instead of second barreling.
You won´t fold better hands, he would likely still call with draws and since you can´t b/c you´re turning your hand into bluff.
If you check and he bets, then you can c/c once and then evaluate river.
