Given his stats so far i don't think his donkbet means much of anything, ranging from "i have a 4 yay ^_^" , "please let me draw with my diamonds/KQ", "i have no idea what i'm doing i'll bet $0.4" to maybe "wouhou i have top pair, please don't leave".

Since he's so short and his range is huge I'd probably call once and see what happens afterward, mostly planning on folding if he jammed the turn and/or UTG1 sticks around. If he makes a small turn bet again i don't even mind putting him all-in as long as UTG1 already folded, his stack will be very small compared to the pot and there is a decent chance that he's blockbetting a draw at that point.

      Hope it helps.
