Hand converted with online PokerStrategy.com hand converter:

      $0.1/$0.25 No-Limit Hold'em (7 handed)

      Known players:
      MP1:
      $30.61
      MP2:
      $21.96
      MP3:
      $4.92
      CO(Hero):
      $4.65
      BU:
      $5.00
      SB:
      $0.00
      SB:
      $16.57
      BB:
      $10.63

SB is 54/23 but only 14 hands
      Agg freq:flop 100/4 turn 50/2 river 100/2

Preflop: Hero is CO with 7, 7.
3 folds, Hero raises to $0.75, SB calls $0.65, BB folds.

      Flop: ($1.85) 5, Q, 4 (2 players)
SB checks, Hero bets $1.00, SB raises to $15.82, Hero folds, SB gets uncalled bet back.

      Final Pot: $2.85.

I think I had to raise flop to 1.25-1.5
Could I reraise flop AI profitably?

$1.25 or $1 is fine but without any reads or statistics I will cBet/Fold this. His range consists more of Qx hands or monster draws rather than naked FDs and random bluffs.

So shoving only results playing a pot where you are way behind the majority of the time
