Hand converted with online PokerStrategy.com hand converter:

      Play hand

      $0.1/$0.25 No-Limit Hold'em (4 handed)

      Known players:
      CO:
      $23.47
      BU:
      $27.85
      SB:
      $19.68
      BB(Hero):
      $28.32

Preflop: Hero is BB with 7, 8.
2 folds, SB calls $0.15, Hero raises to $1.00, SB calls $0.75.

      Flop: ($2) A, A, J (2 players)
SB checks, Hero bets $1.00, SB calls $1.00.

      Turn: ($4) T (2 players)
      SB checks, Hero checks.

      River: ($4) Q (2 players)
SB checks, Hero bets $8.00, SB raises to $16.00,

      Villain is 60/36/1.07 and 22wts.

I was betting big on the river to get a call from Ax or maybe a king. What to do when this quite passive villain shoves over me?

well he isn´t really shoving but min-raising
If you were bet river 3$ and get raised to 9$ then I´d likely would call, but here you overbet the river and he still min-raises. So likely you´re beat and can fold your hand
But since seems like player is bad, then you can also consider calling, since he can still min-raise there with trips thinking you´re going to call with worse hands
